SA-URG: Operational health support for the response to trans-Pyrenean emergencies

Description:
The territories of the Pyrenees mountain range face the same geographical challenges making land communications difficult and resulting in limited access to healthcare for the population, with small local hospitals and a relative distance from larger hospitals. Additionally, the influx of tourists and the practice of sport in mountainous areas are all risky situations that health and rescue teams have to deal with on a daily basis. The EGALURG project had made it possible to create a cross-border health cooperation network in order to better responding to emergency and disaster situations, in particular during the COVID-19 pandemic with the deployment of the UMPEO mobile hospital. The SA-URG project will continue the actions carried out in EGALURG and will strengthen mutual aid and cohesion between all the medical teams in the trans-Pyrenees area (as a result, we will train and deploy a cross-border mobile health team on events involving large crowds). Each partner and associate will identify between 2 and 10 referents among the healthcare staff who will benefit from a certified training program, including training in ultra fidelity, helicopter simulator, mountain rescue and linguistic communication. In support, digital platforms will be developed to ensure communication, resource management and monitoring of mountain accidents, technological tools for triage of victims and educational material. Each referent will then be responsible for disseminating and organizing this work within each partner and associated service. A description of large gatherings on a European and international scale will be undertaken, resulting in recommendations for their management. The teams thus trained will be prepared to respond to other events of unexpected magnitude (climate disaster, accident, attack, etc.) well beyond the duration of the project.
